Tower Hamlets: Aspire Party Announces Manifesto with 148 Election Pledges

Ahead of the upcoming local elections scheduled for 7 May 2026, Lutfur Rahman and his leadership team under the Aspire Party have unveiled a comprehensive manifesto consisting of 148 pledges. Prioritising support for residents facing the cost-of-living crisis, the plan introduces several new and significant commitments.

Key pledges include:
- Introduction of a fully free travel pass for first-year university students from low-income families, covering Tube, bus and Overground services
- Commitment to build over 12,000 affordable and social homes
- Launch of a “Tower Hamlets Pregnancy Payment” to support families with newborn children
- Provision of laptops for young people from low-income households
- Expansion of the Rent Hardship Fund
- Increased parking provision for residents
- Continuation of free school meals
- Continuation of free home care services
- Ongoing university grants and Education Maintenance Allowance (EMA)
- Maintenance and expansion of 20 youth centres and women’s centres
- Retention of the council tax freeze for all low-income households
- Continued access to free swimming facilities

At the heart of the manifesto is a flagship proposal: a fully funded free travel pass for first-year university students from low-income backgrounds. This will allow free travel across London’s Tube, bus and Overground networks. According to council sources, the details, eligibility limits and duration of the scheme will be finalised in discussions with Transport for London, with funding provided by the council itself.

The manifesto also sets out major housing ambitions, aiming to deliver over 12,000 affordable and social rent homes by the end of the second term. It is noted that nearly 6,000 homes are already in the process of being delivered during the current term.
In addition, a new “Pregnancy Payment” has been announced to provide financial support to families with newborns. The plan also includes providing laptops to young people from low-income households to reduce digital inequality.
The manifesto further confirms the continuation of several popular existing programmes, including free school meals, free home care, university grants and EMA, as well as the maintenance of 20 youth centres and women’s centres, free swimming facilities, and the council tax freeze for low-income households. It also highlights increased funding for the rent hardship fund and expanded parking facilities.
In the 2022 local elections, the Aspire Party became the first political force in Tower Hamlets to defeat the three major national parties—Conservative, Labour, and Liberal Democrats. The party claims that most of its previous 110 pledges have already been delivered.
Meanwhile, according to forecasts by polling agency YouGov, the Aspire Party is once again leading in Tower Hamlets ahead of the upcoming election. As a result, political debate is intensifying over the feasibility and impact of the newly announced ambitious manifesto.
